STEP 1
Preheat oven to 350°F. In an 8x8-inch baking pan combine the first six ingredients (through the salt).,
STEP 2
Make 3 wells in the flour mixture; pour oil into one well, vinegar into the second well, and vanilla into the third well. Pour water over the top and stir with a fork until combined.,
STEP 3
Bake until a toothpick inserted into the center comes out clean, about 35 minutes. Cool cake completely in pan on a wire rack. Top with Chocolate Frosting.
