Heat oil in a skillet over medium-high heat. Add bell pepper, onion, garlic, and salt, cooking until onion softens, about 5 minutes. Add ground beef and cook until browned, about 5-7 minutes.

Add ketchup, mustard, brown sugar, Worcestershire sauce, and black pepper. Cook for 1 minute, stirring constantly. Stir in hot sauce, tomato paste, and water. Bring to a simmer for 5 minutes until thickened. Remove from heat and smooth mixture in skillet, topping with pickle slices.

In a bowl, mix cornbread mix, egg, milk, sour cream, cheddar cheese, and remaining hot sauce until combined. Pour batter over meat mixture.
