Heat oven to 425 degrees. Toss broccoli, oil, cumin, salt, and red pepper flakes on a baking sheet. Roast until tender, 18 to 25 minutes, tossing halfway. Set oven to broil.

In a small bowl, mix Parmesan, panko, lemon zest, a pinch of salt, and black pepper.

Toss cooked pasta with broccoli on the baking sheet. Season with salt and pepper and dollop with ricotta. Sprinkle with Parmesan mix, drizzle with oil, and broil until golden, 2 to 3 minutes. Serve with lemon juice to taste.
