Combine beef, soup, bread crumbs, egg, salt, and pepper in a bowl. Shape mixture into 6 patties.

Heat a large skillet over medium-high; brown patties on both sides, and drain fat.

Mix remaining soup and flour; add ketchup, water, Worcestershire, and mustard. Pour sauce over patties in skillet. Cover and cook for 20 minutes, stirring occasionally.
