STEP 1
Preheat the oven to 400°F (200°C). Grease a 9 x 13-inch glass or ceramic baking dish.,

Heat the oil in a large nonstick skillet over medium heat. Add the beef, and cook, stirring often, until browned, 7–8 minutes. Drain the drippings. Add the onion to the skillet, and cook, stirring occasionally, for 3–4 minutes, until softened. Add the garlic and bell pepper, and cook, stirring often, until softened, 1–2 minutes. Stir in the beans, salsa, taco seasoning, cumin, chili powder, and salt. Cook, stirring occasionally, for 2–3 minutes, until well mixed. Remove from heat. Add more salt to taste.,
STEP 3
Layer 6 tortilla halves, half of the beef mixture, half of the tomatoes, and one-third of the cheese in the baking dish. Repeat layers with the remaining tortillas, beef mixture, tomatoes, and cheese on top.,
STEP 4
Cover with foil, and bake for 10 minutes. Uncover and bake for 10 more minutes, until the cheese is bubbly.,
STEP 5
Let rest for 10 minutes, then slice. Top with sour cream, cilantro, green onions, guacamole, jalapeños, and pico de gallo.,
