Cut steak into portions; pound to 1/4-inch thickness. Season with salt, pepper, and seasoned salt. Coat with flour.

Heat oil in a skillet over medium heat and cook beef until browned, about 3-5 minutes per side. Transfer to baking dish, reserving drippings.

In the drippings, add tomatoes, onion, bell pepper, broth, carrots, celery, garlic, flour, and Worcestershire sauce. Bring to boil and cook for 2 minutes. Pour over meat and cover with foil.

Bake until meat is tender, about 90 minutes. Sprinkle cheese over beef and return to oven uncovered until cheese melts, about 3-5 minutes.
